Not quite, the person and his people proposing the tariffs caused confusion to try and suggest they were doing something and at the same time put fear into the voting public, instead they were just lying to the voters to gain a political advantage and for those who don't think for themselves it worked. Farmers were compensated, and some other sectors, costing the taxpayer even more, it's also a anti capitalist move, it doesn't let the market function freely as some suggest is now being done by the new guy.
